On September 3, the unveiling ceremony ofthe Key Laboratory of Preventionand Control of Hazardous Forest Pests ofLiaoning Provincewas held in Shenyang Institute of Technology.The laboratory was jointly established by Shenyang Institute of Technology,General Station of Forest and Grass Control of National Forestry and Grassland AdministrationandForestry and Grassland Pest Control and Quarantine Workstation of Liaoning Province. Zhang Kejiang, Secretary of the Party Committee of the General Forest and Grass Control Station of the State Forestry and Grassland Administration, Guo Wenhui, deputy chief of the General Forest and Grass Control Station of the State Forestry and Grassland Administration, Jin Donghai, Director of the Forestry and Grassland Bureau of Liaoning Province, Jiang Shengwei, Director of the Forestry and Grass Prevention and Quarantine Station of Liaoning Province, and Zhao Jiapeng, Deputy Director of the Shenfu Reform and Innovation Demonstration Zone of Liaoning Province, attended the unveiling ceremony.Wang Zhaobao, chairman of Shenyang Institute of Technology, all the school leaders and middle-level cadres presented the founding meeting.
President Li Kangju pointed out in his speech that at present, the frequent occurrence of forest pest disasters in China poses a serious threat to the sustainable development of natural resources and the construction of ecological civilization. Quarantine diseases and insect pests such as Bursaphelenchus xylophilus have broken out in many provinces and regions, and the epidemic has had a great impact on the economic development and ecological environment of the epidemic areas.The imperfect prevention and control technology and lack of experience have become the obstacles and bottlenecks affecting the epidemic prevention and control of dangerous forestry pests in our province. In the face of the severe situation of epidemic prevention and control, the Key Laboratory of Prevention and Control of Hazardous Forest Pests ofLiaoning Province was established with the strong support of the State Forestry and Grassland Bureau, the Provincial Bureau of Forestry and Grass, the Provincial Department of Science and Technology, the Provincial Department of Education, the Zone of Shenfu Reform and Innovation Demonstration and other co-construction units and competent departments. The construction of key laboratories is a concrete measure to implement the thought of ecological civilization from General Secretary Xi Jinping. We will closely combine the current epidemic situation of Bursaphelenchus xylophilus in our province, make solid measures in prevention and control of scientific research to protect green ecological resources, and better consolidate and enhance the advantages of green development.At the same time, the laboratory construction will further promote the development of scientific research and discipline construction of the University. The university will also take this opportunity to continuously strengthen the construction and utilization of laboratory resources, deepen the reform of application-oriented and innovative talents training mode, improve the school running level and the local ability of science and technology service, so as to play a positiverole in Liaoning's higher education reform and Liaoning's comprehensive and all-round revitalization.
Jiang Shengwei pointed out in his speech that the Key Laboratory, which has seven research laboratories, including forest pests, forest plant stress resistance mechanism, molecular and biochemical, plant quarantine, and natural enemy insect breeding, carries out relevant research work in the key prevention and control technology of forestry biological disasters in Liaoning Province and Northern China, the instant diagnosis and disaster formation mechanism and prevention and control technology of exotic pests, the monitoring and forecasting and occurrence regularity of major forestry pests, the development and green application of biochemical pesticides, the protection and utilization of natural enemy resources, and ecological restoration measures. Based on Liaoning Province, the Key Laboratory will radiate Northeast China and Northern China, strive to build an open and cooperative innovative research platform for forest pest control, actively establish a research team with multi-unit and multi-disciplinary cooperation and integration of production, teaching and research, actively study the occurrence rules and control measures of pests in middle and warm temperate zones, do a solid job in pine wilt disease prevention, cultivate high-level talents and provide accurate data information and technical support for epidemic prevention and control of dangerous forestry pests in our province and even in northern China.
At the ceremony, Zhang Kejiang, Jin Donghai, Jiang Shengwei, Zhao Jiapeng, Wang Zhaobao and Li Kangju jointly inaugurated the Key Laboratory of Prevention and Control of Hazardous Forest Pests of Liaoning Province. Zhang Kejiang awarded the appointment letters to the director and deputy directors of the laboratory. Jiang Shengwei was appointed as the director of the Key Laboratory of the Prevention and Control of Dangerous Forestry Pests of Liaoning Province. Yu Haiying, Director of the Research Center of the Forest and Grassland Pest Control Station of the State Forestry and Grassland Administration, Wu Hao, director of the inspection and identification center of the provincial forest and grass control and quarantine station, and Wang Jiaqing, Dean of Life Engineering College of Shenyang Institute of Technology, served as deputy directors in the Key Laboratory of Prevention and Control of Hazardous Forest Pests.
